Please Follow the instructions below to set the right COM port .

STEP 1: Install the Software

First, download and install the driver for your version of Windows (see above)
Note: there are separate drivers for Windows XP and Windows Vista
STEP 2: Plug-in the Hardware

Connect the USB-to-serial adapter to your PC's USB port, and follow the on-screen instructions
STEP 3: Set the Right COM Port

Right click on MY COMPUTER then click PROPERTIES
Click HARDWARE, then DEVICE MANAGER
Double click PORTS (COM & LPT), and look for PROLIFIC USB-to-SERIAL Comm Port
Double click that to open it
Then click PORT SETTINGS, then ADVANCED
Change the COM PORT NUMBER to COM1
Then click OK
If you get a warning message, click YES
Then click OK, and close DEVICE MANAGER
If there is no ADVANCED option again click PORTS (COM & LPT), and look for PROLIFIC USB-to-SERIAL Comm Port. At the end there will be a com port number ex (com 1,2,3,4,5,6,7,8). That will be the com port number you will set on your settings in the Loader program
Finally, restart your PC

* It is suggested in your Port Settings to have the Bit Per Second at 115200

All I can say is it works! Picked one up from future shop before and it did not work. Make sure you install the cd that comes with it before you plug anything into your computer. The cd is in-between the packaging. Its a good price and it definitely works turning my usb port into a serial port
